Following referral of a complaint to a discipline hearing by the Conduct Review Panel, members of the Hearing Panel Roster serve as adjudicators on the FP Canada Standards Council™ Hearing and Appeal Panels in support of the Standards Council’s professional-oversight function.

Mark is Senior Litigation Counsel in the Enforcement Branch at the Ontario Securities Commission (OSC), where he leads enforcement proceedings under the Securities Act.  Prior to joining the OSC, Mark was Legal Counsel and Enforcement Litigation Team Leader in the Legal Services Branch at the Financial Services Commission of Ontario (FSCO) where he conducted regulatory enforcement proceedings under all FSCO statutes including the Insurance Act, Mortgage Brokerages, Lenders and Administrators Act, 2006 and the Pension Benefits Act.  Mark has represented financial services regulators before tribunals and all levels of court. 

Mark is a frequent speaker on financial services regulatory matters and regulatory prosecutions.  Mark is a member of the leadership committee of the Prosecutor’s Network practice group of the Advocates Society.

Mark received his LL.B. from the University of Toronto in 1994 and was called to the Bar in 1996.  Mark also has a BA (Hons) in Economics from Queens University.
